1.  Organizational Location

  • The Programme Assistant is located in Dar es Salaam, Tanzania Country Office (TCO). 
  • This position is under the overall guidance and leadership of the Representative and direct supervision of the Programme Specialist Health Systems with inputs from the International Operations Manager.

3. Job Purpose

  • The Programme Assistant supports the design, planning, and management of UNFPA’s country program by providing and managing data inputs, providing logistical support, monitoring project implementation, and following up on recommendations. 
  • The Programme Assistant applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing, and analyzing information relevant to population and development, reproductive health, and gender issues. 
  • S/he is instrumental in facilitating program/ project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.

4. Major Activities/Expected Results

  • Participates in the identification and formulation of the country program and component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans 
  • Plays a Key Role in the OFA management in GPS and at the IP level to avoid any aging OFA and OFA violation policy. 
  • Evaluates project and program activities, establish and implement mechanisms to systematically assess the achievement of results, conduct field visits, participate in review meetings and evaluation missions, and prepare regular inputs to status and progress reports. 
  • Analyzes basic factors affecting the achievement of results, recommends corrective actions, and follows up on recommendations.
  • In coordination with national counterparts and project personnel, guides the routine implementation of assigned projects, coordinating the delivery of project inputs, ensuring participation of national counterparts in training activities and study tours.
  • Provides logistical support to projects by coordinating review meetings and other project-related workshops and events. Trains and guides project personnel and staff on national execution and program policies and procedures.
  • Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
  • Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events.
  • Establishes and maintains a network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.
  • In coordination with program managers, national counterparts, and project personnel she ensures the preparation of the quarterly travel plan.
  • Prepare the Spot check follow-up implementation Plan and ensure its implementation within the set deadline. 
  • Plays a key role in the iDocs Dar es Salaam filing system and the general Office management. 
  • Make sure, spot checks and IPs under her/his supervision have been spot-checked at least once.
  • Ensure proper management of OFA and make necessary follow-up to ensure IP receives the payments on time
  • Ensure the support cost calculation and payment follow the updated PPM.
  • Make sure the Dar es Salaam office and staff comply with the approved SLA or signed standard contract (depending on the case).
  • Carry out any other duties as may be required by UNFPA leadership. 

5. Work Relations

  • The Programme Assistant maintains collaborative relationships with all operations, program, and project staff at the CO.  
  • The Programme Assistant maintains collaborative relationships with UNFPA IPs.
  • Internal contacts include the Assistant Representative, the Programme Specialists, the Programme Analysts, the CO’s program/ technical team, and the CO’s administrative management team.

6. Job Requirements

Academic Requirements:

  • Completed Secondary Level Education required 
  • First-level university degree in Project planning Management, Business Management, Public health, and/or other related social science fields is an added value.

Knowledge and Experience: 

  • Minimum of 05 years of professional experience in the public or private sector. 
  • Relevant experience in Programme/ project management
  • Experience working in collaboration with government, development partners, civil society organizations, private sector, and community-led organizations, in particular on issues related to gender equality, including gender-based violence and harmful practices.
  • Experience working with government or civil society organizations representing left behind populations such as persons with disability is an advantage.
  • Dedication to United Nations principles and demonstrated ability to work harmoniously within a team. 
  • Excellent oral, written, presentation, and networking skills. 

Computer skills:

  • Proficiency in current Microsoft Office Software Applications and corporate IT systems. (Word, Excel, PowerPoint, ERP, Docusign, AoDOCs, iDocs, etc.).
  • Quantum knowledge is an added value.

Languages: 

  • Fluency in Kiswahili and English is required.
  • Knowledge of any other UN languages is an added value.
